Construction Engineer

Domestic:

  • Coordinate technical, financial, logistic, and administrative support to overseas construction projects.
  • Participate in the development of designs, plans specifications and completion schedules for new construction and renovations.
  • Provide guidance to architecture/engineering firms under contract to the Department.
  • Travel to project sites to evaluate local construction capabilities, observe progress of ongoing projects, and evaluate the performance of those involved in the construction.
  • Participate in pre-qualifying bidders, evaluation of bids, and contract award negotiations.
  • Develop site-staffing plans and participate in selection and assignment of personnel.
  • Develop construction management budgets and participate in the management of funds.

International:

  • Monitor and oversee contract work for new construction and renovation of existing properties.
  • Ensure construction is carried out in a secure manner; develop and manage a quality assurance program.
  • Ensure the contractor develops and maintains schedules that assure timely completion.
  • Ensure that all contractors develop and maintain an effective safety program.
  • Verify and approve progress payments to contractors.
  • Prepare and manage project supervision budgets and funds; prepare and submit timely reports.
  • Prepare independent Government estimates, negotiate and execute contract modifications.
  • On project matters, direct activities of other U.S. Government officials and liaise with host country authorities.
  • Develop and implement procedures to properly manage classified material and information.
